My question is, if the VE34-Black vest can separate from each other. I mean the layered part, can the top black vest with the chain be worn separately from the silver under vest

This is a layered vest, unfortunately, they cannot be separated since the Black vest outside is sewn together with the Gray under the vest. You cannot partnered it with the other vest :)
