My husband is 5'11 and weighs 200 lbs ...what size should be bought so its not tight or too snug???

Thanks for the interest on my items.
Given your weight, I am sorry to say but even our biggest sz will be too tight for him, our US XL sz caters a 195 Ibs person, and a matter of 5 ibs, can affect the fitting of the item.
This is based on general size chart we are using in our shop for normal body built (not fat or muscular). It does not guarantee 100% free of size discrepancy, as body built varies.
But, it works most of the time for our customers.
Here is general size info.
-US S size = ~5'7", 135 lbs
-US M size = ~5'9", 155 lbs
-US L size = ~5'11", 175 lbs
-US XL size = ~6'1", 195 lbs
